I am not sure the trend now but usually you will hear from your local office within 3 weeks.

Sometimes you get the letter(email) day or two delayed.

If i were you i would renew the PR Card first then apply the urgent processing or at least send an email to the local office to check the status.

I didn't receive one and IRCC agent confirmed they get updated from RCMP whe i did mine. Even if they send it to your mailing address by mistake you should send that to IRCC (its again to much delay process)

Nope the will send it directly to Vancouver IRCC office. You have all the instructions in FP request letter so provide that info to the agency at the time of FP.
