I belive that going with the oficial CV template from webpage could be the way to go. I am not allowed to post links for some reason so you have to search for "Application Guide for Foreign Applicants – International Experience Canada (IEC)"

I dont know the best ones, but guess that google "IT job in Canada" or "IT recruitment agency" will do the trick well. As people say arranging a job offer before entering to Canada is nearly impossible.
