I sent my passport to Ottawa on August 11 by Canada Post (Xpresspost, signature required). However until today, I tracked online but still show "out for delivery". Contacted Canada Post and they said because CIC receives lots of mail everyday so maybe my pp arrived but Canada post cannot scan it...

I believe we need to wait for the 4th line: decision made... Then we will receive ppr. Is that correct? I dont know how long it will take either. Waiting waiting

I also received request to pay and I paid :D I did not check email until now (delay 3 hours) :(( CIC will receive my receipt tmr. Hopefully they did not put my file in a corner and continue to process it ASAP :-s finger crossed
