Hey, I'm not expert but looking at previous back to back CIC cap updates ,they are upto date with 2132 Cap .I believe oct-14 should be difenately in ,but Nov 25th would be tough , but you never know and it is not worth to compare 2132 CAP vs 2172 /2173 cap update considering 2132 population...

There are total 3 forms Fingerprint form, payment form, individual personal details form... 18$ per person includes domestic or international return shipping, u can confirm these by calling FBI customer service.

I did used my debit card and got charged last week , but I would recommend to talk to your bank first , before using it.
