I apologize. I thought they ask for passport only when they have a decision made on your application. As you said, it must be visa office specific then.

I think PPR stands for Passport Request (for members who need a visa on their passport), and it should happen after DM. So once you have PPR, you already have DM on e-cas.

My common law partner stayed in Canada for more than 12 continuous months (we asked for extension) and he was not required to provide a police certificate from Canada. But we did apply outland while living in Canada. Maybe that was the reason why we were not asked for Police certificate from Canada.
