NOC 2133 latest CC charged was Nov 7. until now no charges after that date. no one knows if it is capped or not. the only answer for this is getting back your documents from CIC. so until getting news from this or that you have nothing to do except hope. you can download the spreadsheet file...

How to know if this NOC is capped?

there was no real fact of the relation between the last update of CIC on 16/12 and the date 19/11 in the PHD applications. I don't know exactly the reason of that long delay in charging. I totally don't know :(
