Update: My friend applied for a restoration of status as a visitor before the 90 days were up (yesterday) and today his application has been approved. Now should he apply for a work permit with the recommendation letter from the province of BC? Or what should be his next step?

I didn't mean for free I meant just a one time consultation where they answer every questions he's got. What I mean is that he has a work permit letter support for BC / Provincial nominee, it should have been attached to his work permit application but obviously he forgot and only did the PR...
