who has to submit FBI Bbackround check. reason i am asking because i am a outland applicant. i submitted the file in january-15. but i didnt attach any FBI backround check for my self (Sponsor) with my file. although i submit police verification for my wife (Spouse) from my back country.

I dnt know about courier company but i sent with canada post with tracking no (so that i can make sure that it delivered) and they delivered it on time.
