    As far as I know, 2173 and 2174 are pretty close in description. And you should open a case specific query with CIC with a supporting letter of your recent job description. And perhaps an additional letter to inform CIC that you are in a rotation program. That's my thought. I still don't...

    Personally I don't think CIC has a policy in favor of inland applicants. Surely some applications are processed much faster, but that is mainly due to the different workloads from different VOs. So it is really hard to say. Good luck anyway.

    It is really case by case. I heard people getting their PPR in ONE month and also people spending 2, 3 months still await. My advice is to keep your files in the cloud and send to them whenever requested. For my case, I was requested for language test transcript and RCMP criminal record check...

    You don't need to, it is confirmed by an early applicant who had canadian master and foreign bachelor degree without WES. I myself is on the same boat, submitted my application without WES on my non-canadian bachelor degree. Good luck.
