If you are talking about sending your initial application, then it has to be sent direcly to Canada (Address specified in the Instruction Guide). Further communciations like MR or supporting documents will be to the local Visa office. You will be instructed in the email on where to send. But...

No you dont have to travel to Indai. Inform NDVO that for job reasons you are in USA hence request them to change the Visa office to USA(I believe its in New York). I knew this since my friend did the same last year.

Small correction: I heard one of the employers have been contacted for verification. So employer verification do happens but looks like very rare. 1 out of 100 may be if i am allowed to guess :)
