Before Dec 10 I believe, my friend called CIC as well and got the same answer as yours. His agent said he will get his card by Dec 06. He landed oct 24 I remember so and IP since Nov 07 or 09.

My friend landed on Oct 24, IP since Nov 7, contacted call center last week, and got reply said that his PR card is in the production, but not finalized.

Well based on my knowledge. Ottowa is processing the dec and jan applications. They received my application on Dec 27 2013. My ecas is still showing MER. Other dec applications almost get their PPR. But the good thing is their processing time is much faster than before lol

I think it doesn't matter now...you will be very fast to get PPR...they are all working on Dec & Jan applications. Good luck!
