I was having similar issues with my passport scans and found that by pressing down down hard on the lid of my flatbed scanner while the scan is happening really helped. My passport spine was kinda stiff so it was not laying flat and i think that had something to do with it maybe...

Thank you for the clarification. I wish they would grant work permits for spousal outland applicants as well so families can be together while waiting for approval, but I can see the problems it would create for employers and CIC if the application was not approved.

Would that be a decision made on SA and then they send your application to your VO, which in your case is Sydney? I believe I read somewhere that you can call Missassauga and they can't comment on whether your sponsor was approved, but they can say if your application has moved on to your VO...

I do not think you would be entitled to a refund / partial refund if they refuse your application. Once they start processing it, the fee is no longer refundable. Source: cic website help centre, applying general section - I tried to post the link, but I am not allowed.
