You should be able to use your AIP letter to get your Alberta Health Care. I don't think a registry office will accept it, but you can call Alberta Health and email/fax it in to them directly. Below is a paragraph directly off the Alberta Health website...

Apply Outland, you quite possibly could have the whole PR process complete quicker than the stage 1 approval with an inland application. Also with an Outland application you are free to travel out of the country while your application is in process.

So much for CIC catching up and processing times actually decreasing.... It seems like they have slowed down again and are going to just keep on par with the 11 months for stage 1 processing times.

I really hope there is no truth to this... Any luck getting through to another CIC agent?
