They only accepted Canada Post if you want them to mail back in the prepaid return xpresspost. If you use other courier, they will mail back in the regular mail. I put only return envelope, copy of the PPR email, and make a cover letter stating my personal information( Name, DOB, application...

Finally i got PPR today. Good luck to everyone. Timeline: ON PNP Master Stream Received April 12th, 2013 Medical requests: June 4th, Medical done: June 5th, In progress: August 19th, RPRF request: Sept 5th, PPR: Jan 28 night, 2014 Between in progress and PPR is 5.3 month. Longer than average.
