A little correction - though file cannot be transferred but if you change ur country the stamping request can be generated for Canada like in my case I moved to Australia and rather than USA, Canada asked me to send my passport to Canada for stamping.

The answer to the second question is both. they send an email followed by regular mail and it is the regular mail which generally contains more and complete information. email is just a notification on the action as well as information that a mail is following.

Buffalo never processed the medical reports. The medical reports always used to go to Canada Directly.

All my documents are also ready, but don't know where to send. However for temporary visas, all the applications were transferred to Washington and they have been told categorically that those who still have to send the documents please send them directly to Washington D.C. Nothing of this sort...
