I also thought that ALL is confusing, but take a look at what they write IN that label : Citizenship and Immigration Canada Federal Skilled Worker Arranged Employment category or PhD category Centralized Intake Office so I think it is reffering also to those 2 categories :(

I think that it is even more clear if you read the Step 4: Mail the application... only those 2 categories are there ( offer & PhD) >:(

If you read Step 4: Mail the application in the guide I think it is even more clear that ONLY those 2 categories are valid from 1 july....

Oh, and another question even though I think your answer would be 'not' : should I post this question also in the thread 'Re: July 01, 2011 FSW Applicants_MI 3' ? I saw some 'good' activity there also and I am afraid my question will be missed by some :-[
