On average between 2 weeks to 6 months

It varies based on the individual profile. But it is relatively faster now compared to the olden days.

Ok. If you get AOR, as per my knowledge you should have got biometrics by now. Did you contact them on the same?

As stated in their website for document requirement it should be on the letter head. Check out the link at the beginning of this thread you will find the document requirements.

Is it after making a payment or after receiving document checklist ?

I am yet to make a payment, so not sure on this but from other forum conversation seems like it takes time atleast 2-3weeks.
