    Yes, you can apply outside Canada, at the local consulate or embassy. What's more, you will get it faster that if you apply in Canada, because people needing a passport to return to Canada are given priority over people trying to get out of Canada.

    The person wrote that the test section for his application has been marked as completed. But he then came here to ask if that means it has been completed. Who has too much time on their hands?

    The first step is a demand letter, and often IRCC will move once they receive that. The letter cost me around $800, and I did not have to complete the mandamus process, as things quickly got moving after that.
