So is it only after CBSA issues a removal order, and the person files a refugee claim the person has to return to their country to await a decision? But if they have not been issued a removal order they can wait out the decision in Canada?

At the end of the announment i think i read something like ~the minister can revoke this offer at anytime.~ so is that actually saying "lets play it by air?'

If people are ordered to leave imediately by CBSA will this affect them from leaving Canada?
