Hi, I cannot apply for BOWP since my PGWP still has 4+ months on it, but my wife's PGWP expires next month. I called CIC/IRCC, and they recommended applying for an Open Work Permit for my spouse, based on my PGWP. Once applied, she can continue working on implied status. I hope this helps others!
