I did call today. They agreed its not normal and my application exceeds processing time. He just made a note in my application and processing officer will look after it. Not sure will it work or not!

I got my certificate of good conduct few months ago. Just fill the form, attest it by notary public, pay to their bank( details mention in form), send it to their address. You will be fine to get it within 1-2 months. Thanks.
Yes. You should apply for study permit and its mandatory. I applied 2 months ago and going to start school from September. Just use any random future date as passport expiry date and give them an explanation letter. That's it. Pretty easy. Good luck.
