Hello, Considering the fact that BLS always has a big queue for walk in appointments, what is the best time to visit BLS at Brampton?

I am applying for a student visa for admissions in the next fall. I wanted to know if my brother who already lives in Canada can pay for my SDS - GIC certificate? Will IRCC look for who paid for the GIC, where the funds came from etc? Will there be any issue with Visa rejection?
