Cancelled passport with a valid visa

Hi all,
I know this topic has been discussed here before, but I'm facing this issue and want see if anyone has an opinion on it as it is making me nervous. So, I have gotten a new passport recently, however, got my old passport (with my valid study visa) cancelled. Before travelling back to my hometown, I asked the flight agent in Canada if I'd have any problem returning with immigration due to my visa being on an cancelled passport, and was told that'd be no problem.

Now when I landed, I asked vfs and visa specialist and was told the contrary. The cancelled passport would cancel any visa on it and I'd need to apply for a new visa stamp on my new passport. I pointed the ENF4 Port Entry Exminations section 13.18 to him, but he's still not convinced. Told me I need to apply for new visa anyway. He pointed this section: "If the holder of a valid visa wishes to have a visa placed in their new passport or if the passport is deemed ‘not valid’ for political or security concerns, visitors must apply for a replacement visa by submitting a new application and paying the replacement document fee in accordance with R311(2)."

What you guys think? Anyone with the same issue recently? Also, is a 'not valid passport for political or security concerns' equal to a cancelled passport? I dont want to apply unecessary. At the same time don't wanna have immigration problems.

Rest assured, this is a common occurrence. There is no need to reapply for a new visa, if the current one is still valid. Be sure that you travel with and can provide both passports to IO, and you should have no problem. I was in that situation for 2 years, and it never once became an issue.
