Hey thats just for the Police Station in India. Your parents can go there and ask for PCC for you, give them a photocopy of your passport. Your PCC should mention that this certificate is issued upon the request of your parents, since you live out of country.

CIC won't accept this experience. Almost every University in Canada offers courses based studies and a student with 3 courses or more is called a full time student. Hope this helps!
