Airlines aren't clear on this mandate or the govt hasn't communicated clearly. RTPCR is not reqd for kids < 2 years in "most" Indian airports. However airlines might refuse boarding. So to be on the safer side get RTPCR for the kid. PS - do your own diligence, I m not an expert just sharing...
