Yes, Sukhi Kaur your brother hv to submit IELTS result, In some cases they wave ielts if ur brothers education is high level or masters. or if he can submit any letter from his school or college that show his english is ok...but anyways in Ielts he just need 5 bands and thats easy to get...all...
