Hi, I was in the same situation like you. I waited for my newborn to be arrived. Then applied for the CSQ. After getting the csq for newborn then submitted the federal application for all together. I believed that will save time as there will be no loop-over of my application. Hope this helps...

There is no connection of getting file returned with linking application. A file gets returned only when there is any incompleteness on the application package.
