Yes, you must declare your child even if you think it will delay your PR application or they're not planning on coming with you. Failure to do so means they are prohibited from ever being sponsored and you've misrepresented yourself. There's no way around this by asking nicely or saying you didn't mean to.
You have to be in Canada to qualify for the in-Canada class.
