Yes of course! The whole idea of the OINP is to give you 600 extra points for the express entry profile, so you add the nomination there and you'll get extra 600 points, then probably, you'll recieve an ETA at the next round.

If you have applied to OINP, yes sure! It's actually better and faster! I already have my Express Entry profile active, and once I recieve my nomination, I'll just update it and get ITA on the next round!
