oh i see. the problem is the property is still under their parents name and have not subdivided yet to them so it is not under her name :( can she just show the land titles under their parents name and say that they have a part of it?

you don't need to hire an agency. you can fill the forms on your own. she will qualify for the 4 month pilot program if she is still in status. goodluck

Choose and initial work permit or a work permit with new employer and don't fill up the other boxes regarding name of company etc. you should be fine. goodluck
