The reason is huge backlog

They closed few embassies across Europe (Belgrade .....) and now the remaining ones must deal with tourist visas from those, also some VOs are getting immigration cases from other VOs across the world to reduce backlog. This is what i have heard btw.

I`v read somewhere that LVO does not issue AOR but goes directly to medicals or some other docs.

First of all you need to learn to wait, nothing here happens overnight. They will check your application when 1 to 3 months after they received it. If the guy named Doug received it, it`s in the right place do not worry. If they are about to send it back, it will happen after they review it...
