Because he's in Nigeria, it's processed as "outside Canada". I believe it's same timeline but it all depends on the processing visa. -

Our timeline is very similar. I applied for my brother in December 2022 as well. BVL on April 27, visa details are showing on the tracker. I pray we get OPR soon.
