Yes, you do not need to paste the physical photo on OCI form, the BLS agent usually sticks it on the application once details are verified, so for postal applications - just send it the envelope.

Submitted OCI application today at BLS Vancouver. Had an appointment for 10:15 and was done with all document verification in about 5 mins or so. No issues with the form/photos. Total: OCI Fee($345) + BLS fee($7) + Courier(~$28) They said it should be delivered in ~6 weeks.
