This only applies for those applicants who cannot land at a border crossing and who choose to make an appointment at a cic office in Canada to complete the landing process. In your case you left Canada and at the port if entry was granted pr status after which you were admitted into Canada.

Hey guys I just checked my status not expecting to see anything because our medicals were misplaced and the status only changed to in process on Aug 21. Guess what?!? It says..... DECISION MADE. I am sooooo elated right now

Our medicals were sent from mid April but they could not locate them. Aug 7th cic emailed to say that they had received our medicals with the exception of our 4yr old. i believe the panel physician contacted them regarding the e-meds. I would leave it at aug 21. We paid the rprf without request...
