Yes my father got it and he showed the printed request from IRCC Manila. He was able to get the nbi certification

No. She did not receive a request to do biometric and she is the principal applicant. I guess because my mom was here since 2015 and only went home for 1 month. While dad went home last year April 2018 and stayed in the Philippines for a year.

Ask for extension if you cannot provide within 30 days. Did CIC requested NBI for your parents already?
