My mother got refused for visitor visa to canada 2 times.

My mother’s visitor visa got refused twice to canada. Last time they said you will not return back to your home country in 2019. But I again recently applied for her visitor visa last month and they said you will not return back as per your your purpose of visit and financial assets. But she has $20k in her account as FD and bank savings and I also showed $10k in my account. She is a teacher in India and we also said that my father is in India and she has the responsibility of my father as well. Please assist.

Please provide more information about your profile, how you got PR, how long have you been in Canada, are your savings liquid? What about your mother? Travel history in the past 5-10 years? Does she own property? How much of her savings is liquid and not FD? Reason for travel and length if visit? Does the visit coincide with school holidays?

Actually I am on work permit right now . Yes, my savings are liquid. My mother does not have any travel history in past 5-10 years. She does not own any property but my father does. Her savings are $6k and rest $12k as in FD. Reason is want to reunite and length of stay is 1 month. The stay is not coincide with school holidays. I am afraid if she get visa again or not

My parents are also government teachers. We stated in the letter that they have to report back in the specific date as the schools will be open at that date.
They had shown property document only under fathers name. Money 20k each savings account. I didn't show any amount from my side. I submitted their paystubs and employment letter to show they are currently working. I am a PR for 2 years. They just mentioned they are coming to see me and spend some family time also visit some places.
I attached flight itinerary.
And it was applied at the end of September. It was approved 2 weeks ago

did you attach flight tickets? Is she actively employed? Did you attach her salary slips? How did you explain that she will leave in 1 month?
Yes, her salary slips were attached. But I said my father is in India and she has the responsibility of my father. I did not attach any flight tickets.

actually I have a question as well, if I apply her visitor visa next year. And if I give my birthday as a reason. Is there any chance that she will get visa

I don't get your question? Visiting you vs visitng you on your brithday... probably the same reason.
It doesn't give her stronger tie to home country.
