You can certainly travel even while your TRV application is being processed.

If you get a passport submission request when you're in another country then you can get in touch with that local visa office to confirm submitting your passport there
Hi Bryanna! I am from Manila, Philippines. I and my parents submitted our family application last July 1, 2017. My mom and I received our passport requests, and my dad was requested to submit papers regarding his previous work in the military. My dad is retired military. I received back my passport with multiple entry visa but my mom's passport is still with the embassy. We submitted our passport last July 28, and until now August 22, she has not got her passport back. Also, no passport request yet for my dad. We already submitted the papers requested for my dad.

We already booked rountrip tickets, and our trip is supposed to be on Sept 12, which is already 3 weeks away. Id like to know if my parents still have a chance on getting their visa, my mom getting back her passport, and my dad having passport request. Our plan is to withdraw the application 10 days prior to our trip. And change the flight to US instead of Vancouver. Thanks in advance for any insight you can give to my case.

Unfortunately, we have seen cases similar to your situation.

You may want to check for a thread by member called Prayas. Although that thread is for India applicants from a military background, it is quite similar to your dad's case.

IRCC is running background checks on your dad's military tenure to assess if he has committed any war crimes, genocide, espionage, etc. IRCC depends on third party sources for information for these checks. So, until an all-clear report emerges, the visa office will not issue a TRV to him.

As your dad applied as the principal applicant (and your mom as his dependent), IRCC will not issue a TRV to her even though she has 99.9% been approved.... until the report is received for your dad's background.

I would recommend that you postpone your travel

Thanks for your reply. I really hope we can get my mom's passport back, hoping with a visa. What I don't get is why I am the only one who got my passport with visa, as of the moment. I even indicated in our family application that my parents are the one to support this trip of ours. Well, our plan anyways is for my parents to reroute their ticket to US instead of Canada since we all have US visas. Thanks again!

The visa officer must have assessed that you have strong ties/reasons to return to the Philippines.

I suggest your parents do NOT withdraw or cancel their TRV applications. Do let processing continue. Instead you can request the visa office to return your mom's passport after about 10-12 days for her US travel. You can also include the US plane tickets + request for expedited decisions for both your parents

Bryanna, how do I request the visa office for a return of passport for US travel? Do I email them, or do a Case Specific Enquiry? And in your opinion, how long will it take for the passport to be returned? Because we are planning the US trip 3 weeks from now (Sept 12).

Hey! You just submitted your application 4 days ago. Just wait for a few days to about two weeks. Depending on where you are, the processing times vary from 10-20 days. You really should not worry for having no update in 4 days. Because in our case, it's already 53 days, and no results yet for my parents. Just wait. :)

Thanks for the reply! Dont you think there is something WRONG with your application / case since that is abnormally long....They encourage you to upload proof of return air ticket yet their issuing time varies like day and night.

What is your office visa office estimate processing time? Mine says 24-days Est processing time. My flight departs on 20 September I cant move it (Worried)

Do send both an email + CSE (Web form on the IRCC website). I suggest you do this in first-week September.

It could take between 2-10 days to get a passport back

There's nothing wrong with the processing of his parents' applications. His dad had worked in the military. IRCC is most probably doing background checks which could take any length of time.

It's not advisable to book flight tickets before visas are issued. Provisional flight itineraries would have worked equally well
