A family consisting of a mother and their son and daughter applied for asylum in Montreal. Their application was rejected, they appealed. The mother and daughter's application was accepted, but the son refused to appeal.

That depends on the age of the son. If older than 21, (so, 22 or older), the answer is no.

In this case, what shall he do to stay with his mother?
He will have to immigrate under an economic immigration program, such as Express Entry, if he is suitablely qualified. There is no way for her to assist him.

Where are you?

If you are in Canada, go to an IRCC office or a Port of Entry.
If you are outside Canada, you register with UNHCR.
