I saw an update on my PR application that said:

Final decision - july 31, 2023:Your application is in progress. We will send you a message once the final decision has been made.

What does this mean? Is this a good sign?

Yes, it means you will get portal 1 today or soon.

it means you got approved. now just need to wait for portal 1. Congrats

Same happened to me today.....did you got Portal?

Yeah, turned out they had already sent me the portal email but due to some reason I didn't receive it. I got to know about it when I called them. They then resent me the email after 3 days of calling. I suggest you give them a call.
