Younger brother detained in CBSA office

My younger brother landed on Toronto airport on 19 May. Immigration offices kept him and detained him in CBSA offices. He went on study visa and got approval from Mount allison university and unviersity approved him to come without IELTS and join english language program in their own referred colleges.
Officers concenrs are IELTS, visa fees is not paid and why you cane earlier before your program.

Does program start in september? What was the reason he went so early? Does he have enough cash to show that he can support himself during this time? Others have been sent back for arriving too early before.

if this was the reasons, he ought to have been able to show them his language waiver letter issued by the school, the receipt of paid visa fees as this is always given as proof of payment, and be able to show proof of sustenance and having tangible reasons for his early arriving

I guess maybe he couldn't provide all these or except there are other ground rules which he had ignorantly violated

How was he issued a visa if visa fees not paid ?

Maybe a technical error , or maybe the main reason is he went too early and doesn't have money with him .
