Although you can apply, I strongly Revise IELTS, dont make your profile weak.

You might get visa with this score but I don't recommend it to anyone that IRCC refuse on basis of language ability. At this time, Visa timeline can not be predict in both SDS or NON SDS category. SDS are still getting within 2 to 3 months but NON SDS are totally not predictable.

The university may accept you however you should expect that IRCC will refused your study permit. If you want to attend university in Canada, retake the test and improve your results.
