I am going to submit my application under CEC, but I am not sure about how many years of my work experience outside Canada.

I had two jobs (different noc) back in my home country. One was from 2013.9 to 2015.6, the other one was from 2016.2 to 2018.3. I am wondering it should be counted as two years or four years.

In addition, can I just submit my reference letter as proof? I am not sure if I can get payroll or tax bill.

You haven´t indicated whether they were full time (at least 30 hours per week) or have a skilled NOC. Assuming that both of those are true, and assuming you worked full months ( eg. you worked from 2.01.2016 - 3.31.2018)
2013.9 to 2015.6 = roughly 21 months
2016.2 to 2018.3 = roughly 25 months

That gives you 46 months - not enough for 4 years, but more than 3 years. So you could count 3 years.

A complete letter is the main proof, some supporting documentation is a good idea. Payroll is not required, but a statement of annual earnings is good, a contract is good,

I made a mistake, my first job was from 2013.09 to 2015.11. In addition, both are NOC A and full time.

So that means I can count 4 years. It's not like FSW which requests the same job noc.

Am I right?

To count foreign work experience, you need to have a minimum of 1 year continuous experience.

If these are foreign work experience, then these won't count unless it's one year continuous.
CIC says "at least 1 year of continuous work or 1,560 hours total (30 hours per week)".

Well, then, yes, but it doesn´t really matter. You get maximum credit for "3 or more" years of foreign work experience.

It's not like FSW which requests the same job noc.

For FSW, the "continuous" requirement only applies to one year, and the NOC you chose as your primary NOC. For CRS points, you can combine NOCs, regardless of the program (FSW, CEC, FST).
