Xpresspost Regional vs National

Hi

I received my PPR yesterday and have to send my passport. I am confused as in what envelope should I buy for receiving passport.

I am sending from Toronto, and address to send to is clearly CPC Ottawa, so for sending regional makes sense.

I am confused about the receiving envelope for which I am supposed to send an Xpresspost prepaid envelope. On my annex A, they have mentioned PO: CPC Edmonton. The text is highlighted and no address whatsoever is mentioned around it too. Does it mean, they will be sending the document from Edmonton, should I buy national for receiving?
