Has anyone out there been granted the ability to use a written declaration for the absence of a criminal record check when obtaining one is extremely difficult?

My spouse has contacted the South Korean Consulates in Lagos and Abuja for help and they said they couldn't. We asked for help in Accra, even with the assistance of a Korean Reverend and still, there is difficulty. I've contacted the S.K. Consulate in Vancouver and I'm not clear and very confused.

I found this on the government of Canada website:

'If you are unable to obtain a police certificate from a country because you are a refugee from that country or for any other reasons, please write a written explanation.'

Would 'for any other reasons' include having illegally stayed in Korea and hitting a brick wall at every attempt to access a record?

This criminal check is the VERY LAST THING my husband needs to be issued his visa. This is horrible.

Try giving them a written explanation. If they won't accept it, you're no worse off than now.
Include all the evidence you can that you tried to get it. Ask for help in writing (if you didn't already) from the Korean consulates and embassies in Lagos, Accra, Abuja, and Vancouver. Include these letters and any written or email replies. Get an affidavit from the Korean Reverend about how he tried to help you and what happened.

Thank-you for your help. It has been suggested to me to have an avadavat from the Korean that tired to help us in Accra. I will ask for him to help us further.

This has been a horrible ordeal.

My advice would be similar to Canadian woman... get together as much proof of your attempts to obtain as you can and provide a written explination, but I would also continue to attempt to obtain the check... as you can ammend your file with it once it gets to the Visa office... if you have any luck.

I'm trying to work on the two at once; working on proof of all attempts and exploring what the options out of South Korea might be.

Though, my biggest question is: why didn't the CIC Accra ask why a police clearance from South Korea wasn't present within the initial application? They contacted us last fall, about 6 months after filing for additional 'proof' of our relationship. That would have been the perfect time to acknowledge the absence of it.

Seems like a lot of wasted time to me.

They probably didn't look at the application that closely, and didn't notice his stay in Korea was over 6 months.
