Would you apply for Express Entry with General IELTS W 7 S 7 L 6 R 5 , or would you take a new Exam for a Higher score before creating your profile for Express Entry ?

If you're applying via FSW you wouldn't be eligible due to your Reading score.

If you're applying via CEC and you have NOC B then you would be elegible.

Either way, not having CLB 9 in all sections make a huge impact in your score.
