Greetings from Iran.

I'd like to apply for a Canadian university but I'm still quite clueless about a few things.
Let me explain my situation. I'm Iranian and currently studying in an Iranian university(I've been studying for 4 semesters) and my grades are pretty good but I don't have really good high school grades. No SAT or GMAT or anything like that either so my first question is , Is there any chance that I can get into a Canadian university as a transfer student? I have a passport and I can leave Iran freely (without having to worry about conscription) and my papers (high school diploma and university grades) have been translated and I'll get my TOEFL or IELTS soon. So what else do I need?

There's no straight-forward answer to your question. Each university has its own rules with regards to transfer students and how many transfer credits (if any) will be accepted from a different school. You will have to contact the Canadian universities you are interested in attending to ask what their transfer policies are based on the school and program you are attending now.
 
The best way to know would be to contact your institute of interest and ask them.
