All - Thank you for this forum and all the responses.

My current situation is I have completed my IELTS (CLB 9) and am awaiting my WES results. I will be creating my EE profile soon.

As a Indian citizen and H1-B working in USA, is it worth applying for PCC in India and US (FBI) in advance - I know the validity is just 6 months, but my worry is the long processing time I have heard.

Yes, Indian PCC may take upto a month if your passport was last issued or renewed in India. FBI PCC is quick but better to keep them ready if you are sure to receive ITA in next draw.

Apply for Indian PCC in advance for sure.
 
US PCC took about 1 week. You can apply it in advance if you want, it isn't too expensive (about 20 usd).
India PCC process is now much faster. I received mine in a week's time. But again if you want you can apply now to avoid any unforeseen delays.

I will suggest to take a decision based on your express entry score. If it is above current cutoffs, then requesting PCC documents ahead of time seems best course of action.
