Working While a Student? Do I need a permit? Very Confused...

The CIC site is confusing me. Do you need to apply for a work permit after you get your student visa to work off-campus? Parts of the site say I need a permit, other parts say I don't. Very confusing!

Because it shows that people have to apply for a work permit and pay? So, this is only for post-graduation? But during studies I can work up to 20 hours? I just don't want to get in trouble.
