can someone come into Canada on a visitor visa (no working rights in Canada) and continue working for their Australian employer remotely from Canada? So their income isn’t coming from Canada at all....or is that not allowed?

It's allowed as long as you aren't dealing with any Canadian customers / clients.

Adding to that the person can't stay here permanently. Typically they would get 6 months, dependent upon what the CBSA gave when they arrived, then they would have to request extensions, and eventually that extension will get refused because they would no longer be "visiting":, they would be living here, and you aren't allowed to live here while on a visitors visa.
Would this be for a person, who had the criminal record, did rehabilitation, then subsequently had a DUI along with other driving charges ?
