Working remotely for a US Company as an International Student

Hello There...I have a question with regards to work situation of my brother in law

He is an international student on S1 Visa. Can he work remotely for a company in US as an independent contractor (IT specific job - Coding etc) for 40 hrs/week. His studies would not be impacted.

I was going through a tweet by IRCC which kind of allows this but was wondering if there was anything else to keep in mind before doing so... Guys pls pls advise.

Does the employer have offices in Canada? Clients or customers in Canada? The tweet also assumes that the person has a visa or is a citizen of the other country. Do they want to count the work hours towards an application for PR?
